Abstract

State policy in Russia as well as in other countries in the world is oriented towards development more friendly environment for disabled people. There are 25 millions of people in Europe suffering from seeing disabilities, 55 millions — from mental disabilities, 35 millions — from upper limbs and 35 millions — from lower limbs disabilities. However, feedback studies i. e. the reaction of these people on the changes were not undertaken. Without such results it is impossible to evaluate an effectiveness of such arrangements and to work out proper forecasts. The results of for the first time performed survey of people with seeing, hearing and mobility disabilities are discussed. The results facilitated to define their relations to social activity, fire training and behavior in fire. It has been found that for people with seeing disabilities familiarity with communication route is the curtail point for their safety. Deaf people are mostly suffering from “information famine” due to lack of information from surrounding environment. The most difficult task for mobile disabled people moving with wheel-chairs or with other aids is stairs, especially if an elevator is off duty. The results of the study permit to consider effectiveness of state policy directed towards disabled people and to correct a vector of the work based on revealed errors.
