Abstract
On the basis of the practical analysis the reasons and conditions of corruption emergence and development in the state and municipal authorities in Russia, preconditions of corruption behavior of the executive officials are designated. The main directions of carrying out the control actions which are necessary for decrease of corruption are investigated. On the basis of the analysis of rules of law and positions of leading researchers in this area the classification of the organizational and legal factors promoting manifestation of corruption in system of the executive authorities is offered.
