Abstract
The article reveals the main scientific and applied aspects of constructing the system of strategic communications on energy security issues between Ukraine and NATO. The authors define the system of strategic communications on energy security as a set of interrelated elements (such as state; grouping of states; intra-political forces and organizations operating globally; government; experts; interagency cooperation) with well-ordered internal communications (economic, financial, logistical, administrative, organizational and management, legal, political, diplomatic, humanitarian, analytical, informational, propaganda etc.), united in forecasting and managing energy security. The article formulates the goals of development a system of strategic communications on energy security issues, which are: protection from threats to energy security; ensuring that all actors involved in order to ensure energy security operate effectively; prevention of risks and threats to energy security; shaping an appropriate response to the risks and threats to energy security; elimination and minimization of consequences of threats to energy security impact; raising awareness of citizens of different states on the results of joint actions aimed at preventing or minimizing threats to energy security. Particular attention is given to the key factors of the development of this system. The authors also identify the functions and the principles of the strategic communications system on energy security, as well as focus on actions of the objective laws of the organization’s development, which stipulate the necessity of implementing this system. The list of subjects of the strategic communications system between Ukraine and NATO on energy security is proposed, as well as appropriate components of strategic communications. The authors also create a model of the strategic communications system between Ukraine and NATO on energy security, which gives an opportunity to systematize the received ideas about the components of the researched system.
