The Role of Public Libraries in the Functioning of Community Information and Communication Spaces

Abstract

The article deals with the scientific issues of determining the role and place of libraries as socio-communicative, socio-cultural centers that become the system-forming component of the communicative space of hromadas, transformed into local public-exchange centers, information on the reform of local self-government and decentralization of power. The research question concerns the generalization of the experience of creating information and communication spaces in public libraries of communities, introduction of new approaches to cumulation, dissemination, introduction into the system of strategic communications of information on historical, cultural features of communities, information exchange within the hromadas, between them. The peculiarity of such information and communication spaces in public libraries of communities is the use of participation in the information process of not only public libraries of hromadas, but also other subjects of information and communication spaces, such as local self-government bodies, the public, etc.The main approaches to creating a multifunctional model of library service in the communities are highlighted. Such approaches to the organization of information and communication spaces in public libraries of hromadas, to a large extent, have the potential to enrich strategic communications at the regional level with information on the successful experience of hromadas functioning, the history of their creation, unique historical monuments, culture, local lore museums, multicultural traditions, innovative work methods, etc.
