HUMAN CAPITAL ASSETS AS A FACTOR OF INNOVATION DEVELOPMENT OF ECONOMY

Abstract
The essence of human capital assets and its role in the economic development of Kazakhstan are considered in this article. The study results showed that in Kazakhstan, as in many post-Soviet countries, human capital does not play a significant role in the economic development of the country, i.e. skilled labor is not expendable and the production output is based on the natural primary industry. While the experience of developed countries shows, that the increase of human capital assets by one percent promotes the growth rates of GDP per capita up to three per cent.
