This research aim is to examine and analyze capital, market opportunities and individual characteristics as determinants of business innovation. The research is developed by integrating individual characteristics to find the roles of willingness to work hard, experience, self-confidence, ambition, and businesses education / training to innovate. The research results found that capital has an effect to increase business innovation. The jibu-jibu has sought additional capital through access to capital assistance and loans from other parties (non-bank). The amount of capital owned encourages the jibu-jibu to make innovations to develop its business. Empirical facts show that 24% jibu-jibu have made efforts to meet their capital needs and 18% jibujibu have made innovations / new business methods to sell processed fish and service innovations to buyers. Market opportunities increase business innovation. Higher buyers needs increase the implementation of jibu-jibu creativity to provide added value to the resources. The ease to get new markets to sell fish products by jibu-jibu and the ease to get information of fish seller competitors encourages the jibu-jibu to make new business innovations. Individuals' characteristics improve the business innovation, because more individual characteristics such as work experience, confidence and willingness to work hard increase the business innovation to increase product value and new ideas and ways to develop a "jibu-jibu" fish seller business. This is consistent with empirical data that individual characteristics are more determined by work experience (18 years and 2 months), self-confidence (25%) and willingness to work hard (16%). Therefore, an increase in individual characteristics will be followed by an increase in business innovation to develop the business
