Abstract
A socially oriented economy is aimed at achieving a high level and quality of life, improving the wel- fare of society, and, therefore, is focused on the individual. It is obvious that, on the one hand, economic systems are designed to create conditions for the cultivation and development of society, and, on the other, the members of society themselves should strive to achieve better conditions for their existence. However, modern governance is mainly aimed at the management of states, regions, social and technical facilities, and does not have means to enable citizens to improve life. Almost the only approach that can be called really subject-oriented was proposed by V.A. Vittikh and is called "the theory of intersubjective management." Despite the fact that the new theory is aimed at managing the solution of problem situations in which actors realized themselves, the participants in problem situations themselves are not always ready to become actors. The purpose of this article is to identify obstacles that prevent actors to become “social theorists” (in Giddens terminology), and to identify ways to over- come them
