Abstract
Ssion of the region The article outlines the foundations of socially adequate management of regional human development: the leading elements and main components of the mechanism В. Ф. Столяров, О. В. Шинкарюк 281 Економічний вісник Донбасу № 3(57), 2019 of state regulation of regional human development, its functioning algorithm, the matrix of tasks and indicators of the coherence of the Millennium Development Goals with the indicators of the Regional Human Development Index, the logical scheme for evaluating the effectiveness and efficiency of the state regulation of regional human development. The indicators and directions of researches "Long and healthy life", "Welfare and decent working conditions", "Education" of simplified order of calculations of the Index of regional human development of regions of Ukraine since 2017 are revealed. The results of the forecast calculations of the RHDI of the Khmelnitsky region for the period up to 2020 with the recommendations for clarification of the strategic development goals are presented. The main stages of modeling and forecasting of the Regional Human Development Index of Luhansk and Donetsk oblasts for the period of 2009-2020 are revealed. The organizational and methodical scheme of implementation of the State Target Recovery and Peacebuilding Program in the eastern regions of Ukraine is disclosed. The projected proportions of sources and funding amounts for this program are presented. The evolution of the intentions of the authorities of the national authorities according to the dynamics of modern challenges and the evolution of the options for implementing the intentions to overcome them, which are oriented towards the introduction of socially adequate management as an instrument for coordinating and clarifying management efforts with the regional authorities, are considered. New ideas of the paradigm of humanity, harmony and mission of the Ukrainian Donbass concerning regional human development are grounded. The category of humanity is disclosed in the context of the development of Regional Human Development Programs with specification on the example of the Khmelnytsky Oblast for use in the development of such programs for Luhansk and Donetsk oblasts. The category of harmony is disclosed in the context of establishing proportions between state and local budgets, between state, communal and private property using reference proportions of the Golden Section. The category of mission is disclosed in the introduction of ideas and regulations of budgetary federalism in determining the financial autonomy of the Lugansk and Donetsk regions of the Ukrainian Donbass. The models of forecasting the Regional Human Development Index separately for Luhansk and separately for the Donetsk regions in conditions of division of their territories into controlled and uncontrolled bodies of national and regional authorities of Ukraine allow to determine the level and structure of strategic indicators of human development that may or must be achieved under conditions the introduction of fiscal federalism, which will determine the extent of their financial autonomy. Obtained strategic indicators of human development for conducting social dialogue of regional authorities with bodies of national authorities with established reference proportions between local budgets of Luhansk and Donetsk regions with the state budget of Ukraine on the basis of harmonious proportions of "Golden section".
