Institutional weakness of education management bodiesin the united territorial communities

Abstract
The article analyzes the factors influencing the formation and activities of educational management bodies in the united territorial communities. The thesis is argued that the presence of local state administrations and councils under the previous system of administrative and territorial structure causes some uncertainty in the actions of educational leaders and, at the same time, gives the opportunity to act flexibly, adapting to new conditions. Whether the heads of education authorities and the leaders of educated united communities are ready to act is difficult to answer right now. At the same time, it has been found that providing professional management staff is one of the important integral characteristics of a community's ability to develop strategically. As a key proof of the institutional weakness of the educational management bodies in the united territorial communities, the inconsistency of the current legislation is used as a systemic problem. For this purpose, the norms of several laws of Ukraine on the election and distribution of powers of local self-government bodies between different levels of government and the legislation on education have been described and characterized. Particular attention is paid to the possible negative impact of political factors at the national and local levels on reform processes. Considerable attention was paid to the risks of effective implementation of the Concept of Public Policy Implementation in the Field of Reform of General Secondary Education “New Ukrainian School” for the period up to 2029. The conditions of mitigation of systemic risk of low capacity of the bodies of management of community education and factors of its increase are highlighted. At present, the main characteristic of the ability of heads of education management bodies to effectively manage, the essence of which lies in the organic combination of the development of education in general with the development of the community, is highlighted.
