ANALYSIS OF INDEXES OF LIVING STANDARDS OF POPULATION OF REGIONS OF THE REPUBLIC OF KAZAKHSTAN USING RATING MODEL

The ultimate objective of development of any progressive society ?is the creation of favorable condi- tions for long, healthy and safe in the material relation of life of people. The analysis of tendencies in change of living standards of the population allows to consider, how efficiency the society solves task. The concept of living standards of this or that person or group of people can be connected with a number of various factors, among which are economic growth at macro level, wealth, income, hired labour, education, social state, medical care, cultural life, free time and environmental condition. Some of these characteristics of living standards could be easily measured, others ? are very problematic. The economic recovery of the last years allowed to rise to Kazakhstan by a new stage of development. However, the further progress depends not only on efficiency of economic levers, but also on transition to social economy. Research of factors of living standards of the population, and ways of raising living standards of the population are very important and actual challenge. The integrated approach is necessary to be used in the solving of this problem. The solution of these and other questions is complicated because of their insufficient investigation both in Kazakhstan, and in other CIS countries. Theresearch objective is to study the theory and methodology of management of population living standards, an assessment of components of living standards and development of practical recommendations on its increase. Taking into account the goal, in work one of the tasks ? is to determine ratings of regions of the Republic of Kazakhstan by results of the analysis of indexes of living standard of the population by a method of evaluation of an integrated index by analogy to a technique of ratings. By results of carried out rating analysis it was revealed that the vast majority of regions are in group of the average social and economic living standards, 4 regions have low and only the city of Almaty (if not to include air pollution from motor transport) and Astana ? have high integrated indexes. The essence of calculation of an integrated indexes ofliving standards of thepopulation by analogy to a technique of ratings consists in aggregation (verification) of a number of specificindexes in the general indexes characterizing relative positions of the country (region) on this index of living standards.
