Abstract
The author considers the role of innovations in social and political processes. The monograph explores legislative basis of the development of institutions with mediator functions in modern Russia, their capacity to promote the development of innovations in the social and political spheres. The author discusses the contradictions in the development of the three institutions with the functions of intermediaries: think tanks, the institution of the Ombudsman for Human Rights, and public advisory councils of various types. The author comes to the conclusion that only the combination of all three institutions is an ideal option.
