Models of acceptance of administrative decisions by educational managers in the onditions of reformation and decentralization

Abstract
The scientific article analyzes the current processes in the educational system in the context of reforming and unification of territorial communities, which changes the system of relations between pedagogical staff and educational recipients, as well as the boundaries of the educational environment. The attention is paid to the importance of the legal mechanism of the outlined processes, which in the article is based on the analysis of four laws of Ukraine. It has been determined that the reform of the modern education system is a long-term action, which requires constant decision-making, which includes the ways of development, adoption, implementation and control of management decisions by the directors of educational institutions. Generally, there is an insufficient level of scientific research on decision-making processes in the education system in the context of the New Ukrainian School. It is pointed out that in the context of the new system of management of educational institutions the key role is played by the manager, who as an educational manager should have a set of decision-making tools, based on the collection of meaningful information, which makes it possible to carry out a thorough analysis of the educational process and educational activities. In addition, the process of making management decisions depends not only on the state of the internal environment of the educational institution, but also the dynamics of external influences. The models of managerial decision-making are characterized: incremental decision-making model, «rational model», «incremental model», «satisfactory model». The optimality of application in the system of administrative activity of educational institutions of the «incremental model», components of which, through limitations and priorities, can provide a realistic description of the decision-making process in educational institutions in conditions not starting, but the stage of realization of the Concept of the new Ukrainian school and achievement of its key goal – socialization education.
