LE CONTROLE PARLEMENTAIRE AU MAROC ET SES LIMITES

Francais Face aux demandes sociales pressantes, le gouvernement marocain a entame une vaste reforme visant a moderniser lEtat et a renforcer lefficacite de la depense publique. La nouvelle Constitution de 2011 ainsi que la loi organique relative a la loi de finances de 2015, consacrent le principe de la performance publique. Le Parlement, a travers son action de controle de lexecutif et devaluation des politiques publiques, devrait jouer un role preponderant dans la mise en œuvre de ces nouvelles dispositions. Mais bien que disposant de plusieurs outils pour realiser ces missions, notamment des moyens dinformation et dinvestigation, le Parlement marocain nexerce en pratique quun controle très limite sur laction gouvernementale. Lobligation de resultat imposee a lexecutif devrait etre egalement etendue au Parlement. Après avoir etabli un etat des lieux de lexistant, cet article propose des pistes damelioration pour redynamiser la mission de controle du Parlement marocain. The new constitution enacted in 2011 as well as the Organic Law on the finance laws adopted in 2015 emphasizes the importance of performance as a core public management principle. Within the modified budgetary framework, the Moroccan parliament has greater power to oversight the government and holds it accountable for its performance. However, despite being significantly empowered by the law, the parliament control over the government still very limited in practice. This article aims to take stock of the current state of budget accountability in Morocco, while making practical suggestions to improve the parliamentary oversight function.
