National Digital Platform of Strategizing: Users, Blocks, Design

Abstract
Some elements of the strategic management process have been used in Ukraine for a long time, but its effectiveness as a whole remains low. After development and approval, strategies at all government levels quickly lose relevance and are ultimately not implemented. The low quality of strategic management is reflected in the negative dynamics of socio-economic development of the country. This is happening against the background of deepening digitalization processes, but the capabilities of digital technologies are not fully used to improve the process of strategic management. Therefore, the purpose of the article is to substantiate the digitalization of the process of strategic management in Ukraine through the creation of a national digital platform for strategizing (hereinafter NDPS). The main blocks of the NCPS include: (1) development of strategic documents (hereinafter SDs); (2) execution of SDs; (3) monitoring the implementation of SDs (and updating them if necessary). The users of the NDPS are: public authorities, local governments, public organizations, citizens, business, and the expert community. NDPS ensures: (1) compliance with the terms of DSs development; (2) selection of representatives of the expert community; (3) coordination of SDs with each other; (4) coordination of SDs and budgets; (5) monitoring the implementation of SDs; (7) updating of SDs. Given the resource-intensive creation of the NDPS, it is proposed to gradually deploy it, which corresponds to the scale of coordination of the SDs: (1) coordination of the SDs at the national, regional and local levels; (2) harmonization of civil servants' KPIs and strategic goals in SDs; (3) coordination of SDs and budgets; (4) coordination of the SD of state-owned enterprises and the SDs at the national, regional and local levels; (5) coordination of the SDs of commercial and non-state companies and the SDs at the national, regional and local levels; (6) coordination of personal goals of civil servants and SD at the national, regional and local levels; (7) coordination of personal goals of citizens and SD at the national, regional and local levels, as well as SDs of companies and organizations. The implementation of all stages will increase the culture of strategy, create a proactive society that is able to move in a certain direction, maintaining high rates of socio-economic development.
