Conceptual basics of quality management for training of competitive specialists

Abstract
The relevance of the article is determined by the current conditions of economic development of the country, where the demand for competitive specialists has increased significantly. On the basis of recent studies and publications, the concept of the conception, the content of its components were revealed, the comparative analysis of the main characteristics were made and the differences were determined; the conception of «quality management for training of competitive specialists», «quality of professional training of future specialists in institutions of professional (vocational-technical) education», «competitiveness of specialist» are specified; the conditions of influence on the quality of vocational (vocational-technical) education are analyzed, the author's technological map of the development of the internal system of quality assurance of educational activity in the institution of vocational (vocational-technical) education is proposed; principles of forming a quality management system, methods of quality management, stage of the quality life cycle are revealed. A comparative analysis of the conceptions of the quality of vocational (vocational-technical) education and quality management for training of competitive specialists in institutions of vocational (vocational-technical) education were made for the first time. During the research it is proved that the considered conceptions of quality of vocational (vocational-technical) education and quality management for training of competitive specialists in institutions of vocational (vocational-technical) education are based on competence and process approaches, innovative educational systems and technologies, models, defined educational standards, National Qualifications Framework and ISO 9001 International Quality Standards. It has been found out that the quality of education arises as a result of realization of such a chain of events as determining the quality of the potential to achieve the goal of education, the quality of the process of forming professionalism among the applicants for vocational (vocational-technical) education, and the quality of the result of the activity of institutions of vocational (vocational-technical) education. The formation of professional competence and competitiveness of graduates, which is ensured by organized activity related to the development of the complex of knowledge, skills, professional qualities, personal traits that ensures their ability and readiness for motivated professional activity and self-development.
