Abstract

In the context of achieving slum-free national targets (100-0-100), Makassar City Government has tried to implement various programs such as handling municipal solid waste, rejuvenating the aisles, and formulating policies including the Mayor's Decree on slums in Makassar in 2014 with three categories seedy. The decree was then verified through the procurement of basic data in 2015 through the City without Slums (KOTAKU) program and was used as a reference for the prevention and improvement of the quality of urban slums.To be successful in this program, it is necessary to have a large contribution from several stakeholders including the local government and the community itself. Therefore, the incentive and disincentive programs are believed to be one way in synergizing the contribution of the government and the community in efforts to prevent and improve the quality of slums in Makassar City. Basically, the incentive program is a tool to regulate and control the use of the environment so that it is in line with accommodative spatial plans with various actual changes that occur in urban areas. While disincentives are tools to prevent, limit growth or reduce activities that are not in accordance with spatial planning. In practice, there are challenges to synergizing the suitability of spatial use in slums, which are mostly low-income people (MBR). This is caused by high land prices, unbalanced needs and income, lack of socialization to the community, low development assistance and empowerment of public and social facilities.
