THEORETICAL ASPECTS AND CONTAINING FACTORS OF E-GOVERNMENT INTEGRATION

The term e-government implies a new technology of public administration, which includes such principles as transparency and accountability of the government to its citizens. This article addresses theoretical sides of the e-government concept, the basic formation models of the e-government as well as factors hindering the practical implementation of this concept. When developing the regulatory framework for the implementation of the smart city concept, the state faced a number of problems to be solved: organizational (administrative barriers, insufficient coordination and communication between all participants, involved in the process of developing and implementing of the concept, lack of highly qualified specialists, as well as insufficient popularity of the concept of smart city), financial (lack of funding, lack of legislation on crowd investing and crowdfunding, insufficiently developed legislation on state-private partnership), technical (lack of infrastructure and technological capacities of municipalities for integration in the current urban planning in accordance with the concept of smart city). The author also reviews the basic Ukrainian laws on the digital state and emphasizes, that the main factor for the effective implementation of e-government as well as other elements of the digital economy and society, is the involvement of the business community. The author proposes to resort to the public-private partnership, because of the significant amount of successful cases in the global practice of implementation of the PPP mechanisms, both for the development and for the implementation of e-government. To maximize the effectiveness of the business community involvement in these processes, rethinking and redesigning of business processes, improvement of the legislative base, development of the new programs and strategies and implementation of the information technologies are of crucial importance. The ways of solving the problems of the implementation of the concept of e-government discussed in the article are also presented.
