ANTI-CORRUPTION LEGISLATION IN THE FIELD OF REFORM: REALITIES AND PERSPECTIVES

Abstract
This article presents the author's definition of corruption, analyzes the levels of corruption and their impact on the social, political and economic development of Ukraine. A detailed review of the measures taken is carried out, and some areas of anti-corruption are proposed in the part of the Anti-corruption legislation. Corruption in Ukraine has become one of the threats to modern national security. In fact, in the environment there are two structures — official and informal. Society and the state are negatively affected by levels of corruption. Corruption undermines the economic aspects of the state, in advance blocks the receipt of foreign investment, provokes a very distrust of the population to the authorized state structures. It negatively reflects on the International image of Ukraine, has a reason for the development of the shadow economy, and contributes to increasing the influence of organized levels of criminal gangs. Thus, corruption is the most difficult social phenomenon that negatively reflects all aspects of the social, economic, political and economic development of the state as a whole. This aspect is the key to unlawful actions (inaction) of the authorities. Corruption can be formulated as a social phenomenon, reflecting the process of recreating government relations of the state, which uses the powers granted to them to meet the personal needs or interests of other citizens, as well as to implement the conditions by means of reflecting corruption, leveling or assisting them. As noted, corruption reflects and ensures the formation of public and private organizations in Ukraine. In the executive aspect of the government, this is realized, respectively, by paying for the appointment to a post (buying and selling positions), enrolling in positions in the context of business qualities of a person, based on family ties or personal interest (in terms of «no relation who you are more important — who you are»).
