METHODOLOGICAL PROBLEMS OF EVALUATING OF EFFICIENCY OF MANAGEMENT SYSTEM OF INFORMATION RESOURCES

The article discusses the concept of assessing the effectiveness of the information resource management system. The need to evaluate of managing information resources is occurred in result of importance of information technologies in effectiveness and productivity of working process of the organizations and it has caused rapid growth of requirements of managing resources in information system. Estimation of productivity of information system means estimating of apparatuses, software, computer network, datas and human resources. The main purpose of evaluating functional skills of information system is modernization and especially to improve service quality The system of management of information resources in the industry provides for the analysis of the current state and processes of evolution of the information base of the decision-making algorithm, a quantitative and detailed assessment of the influence of internal and external factors, and the use of advanced information and communication technologies for this purpose. There are some special requirements for a management system of information resources to use information resources in industrial fields. These requirements are not only due to the activity of information systems but also features of industrial production systems. Information resources must have the ability to serve evolutionary processes of efficient economic and institutional environment and compliance with the requirements of informative provision of innovative and intensive development. Thus, the requirements for information resources in the industry are related to the innovation factor. For this reason, the indicators of innovative development that must be used in information resources have been determined. Methodological problems of evaluating of the efficiency of the management system of information resources and the ways to improve the methodical provision of estimation process are indicated. Besides, different methods to classify information resources are also shown in the article. Increasing the significance of technogenic factors in the industry in the modern age (especially in the stage of innovative development) affects the content and structure of information resources. It is necessary to pay attention to this fact that the tendency shown above seem in the quality requirements of information. According to the research, otherwise, it is difficult to see the development of economic activity in terms of technological modernization in different fields of industry. On the other hand, innovation increases the role of knowledge and intellectual potential in competitive industrial production.
