THE PLACE OF PENSION SUPPLY IN THE SYSTEM OF SOCIAL PROTECTION OF THE POPULATION

Abstract
The article is devoted to the study of the essence, features and place of the multi-level system of pensions in the system of social protection of the population. The emphasis is placed on the relevance of this problem in view of the lack of research literature that would cover the study of the essence of the three-level pension system from the standpoint of its role in the social protection system. Most of the works are devoted only to compulsory state pension insurance (as a type of social insurance) in the system of social protection, which creates barriers for the practical elaboration of this direction and the search for ways to improve it. The concept of a socially oriented state, which means the prevalence of individual interests over the interests of the state, the orientation of the authorities to the full satisfaction of the needs of society and the welfare of each member, is explored. The views of scientists on the interpretation of the concept of “social protection” are systematized. It is proved that the approaches of different authors to the essence of this concept combines the understanding under it of only the amount of social guarantees that is directly provided by the state. Under conditions of a transitory economy, “social protection” from state protection is transformed into a system of protection, where the distribution falls proportionally on the shoulders of the state and citizen. This leads to the emergence in the social protection of the new concept of “social self-defense.” The folding elements of the system are studied — social assistance, social security, social insurance. Particular attention is paid to the three-level pension system in the context of the components of social protection subsystems. It is determined that the transition to a three-level pension system has led to the emergence of a new concept — pension self-sufficiency. It is concluded that the research of the conceptual foundations of the essence, features and place of the multilevel system of pensions in the system of social protection of the population will enable to effectively solve practical problems of the present.
