ECONOMIC ASPECTS OF HEAT SUPPLY REFORM

The field of heat energy consumption in Ukraine today are in crisis, which negatively affects the level of energy and national security of the country. Considering that state policy in the sphere of heat supply is an important element of overall economic policy and is closely linked with many other components of the policy in the first place, social policy, environmental and housing policy, energy saving policy, and the like, as well as public policies in other sectors fuel and energy complex, the task of reforming the sector is strategic and must be addressed in an integrated, coordinated and interrelated with the development of videosnasty related fields. The main reasons for the crisis state it is possible to define an imperfect system of state control and regulation of the sector, lack of favorable conditions for attracting investments, imperfection of normative-legal provision and technical support. The basis for the implementation of heat supply system development is the formation and effective implementation of modern innovative technical and technological policy in the sphere of municipal power system using modern and attractive to investors technology and equipment. The basis of reform should be the introduction of market principles of functioning of thermal power industry in the first place, when it comes to setting appropriate tariff and pricing policy, eliminate the problem of non-payment, the introduction of clear accounting of consumption of thermal energy, the introduction of principles for the regulation of the energy market, entities of public and private property on the basis of transparent and clear rules, establishing an effective control over their implementation. These reforms should create the conditions for technological modernization of the sector based on energy efficient and environmentally acceptable technologies, primarily to attract investment, as well as the conditions for further cost-effective functioning of the industry.
