HUMAN CAPITAL DEVELOPMENT AS AN IMPERATIVE OF THE ENTERPRISE CAPITALIZATION PROCESS

The article is devoted to the issues of human capital (HС) development as the basis of the process of capitalization of an industrial enterprise. Identification and substantiation of expediency of introduction into scientific circulation of new conceptual categories and definitions of essential factors of management of enterprise' HС for improvement of theoretical and methodological approaches and practical realization of processes of management of HС as object and source of growth of cost of business entity in intellectual economy is carried out. The analysis and interpretation of the scientific and theoretical basis of enterprise' HС with emphasis on its development as a necessary condition for increasing the value and efficiency of the business entity, substantiated the conceptual approach to establishing the relationship between enterprise' HС development and capitalization processes. In the course of the research enterprise' HС is reinterpreted taking into account the process of its formation and use as a unique part of the capital of the business entity, which is not enough to form and fix, but its dynamic nature must be taken into account. It is substantiated that the main prerequisite for the dynamism and variability of the state of the HС is a personal HC, which is formed, used and changed both independently and under the influence of the control system. It is proved that the basis for changes in the volume and structure of HC is the state of intellectual, mental and physical development of a person, as well as his activity in these areas. It is established that the capitalization or growth of the value of the enterprise should be associated with the processes of development of HC and its impact on value added, because only if such an approach can obtain information about potential reserves of the enterprise in increasing value and the reasons for low capitalization investment in the material part of capital. Recommendations for improving the management of the development and capitalization of HC at the enterprise have been developed. It is recommended that Ukrainian enterprises (including oil and gas industry), review and change the management practices of HC. It is determined that the main direction of change should be investing not in the development of drugs in general, but in the development of personal drugs with prior identification of its needs, capabilities and real situation.
