INSTITUTIONAL BASIS FOR ENSURING BALANCED ECONOMIC DEVELOPMENT OF TERRITORIES

Abstract
The institutional environment of territories balanced economic development is substantiated and systematized. It is determined that the institute is a system of beliefs, stable norms, rules, traditions, due to natural and historical conditions and formalized documents that define the vector of evolution strategy within the existing values of behavior and certain formal norms. It is proved that the change of institutions provokes and promotes the beginning of the evolutionary dynamics of any socio-economic system. A detailed analysis of theoretical approaches to the systematization and classification of institutions is performed, which confirmed their sufficient number and ambiguity. It was found that most scientists propose to divide institutions into state and non-state, formal and informal, primary and secondary, system-forming and derivative, legitimate and illegitimate, economic and political, social and ethnic. In accordance with the three-level approach, state institutions (ministries, services, foundations), non-state institutions and informal institutions that provide the conditions for balanced economic development of territories in the macro-; meso-; micro-level are highlighted. State institutions as elements of the institutional environment include: the Ministry of Economic Development, Trade and Agriculture of Ukraine, the Ministry of Development of Communities and Territories of Ukraine, the Ministry of Education and Science of Ukraine, the Ministry of Infrastructure of Ukraine, the Ministry of Finance of Ukraine. It is determined that at the regional level the activities of these ministries are supported by the relevant departments of regional administrations. It is substantiated that non-governmental institutions, which are more adaptable and flexible in their activities, include various commercial and non-profit institutions, innovation funds, public organizations, technology parks, industrial parks, business incubators, etc. It is proved that the proposed institutional basis contributes to a more thorough distribution of responsibilities of institutions depending on their functional responsibilities and a more complete definition of the competencies of public authorities in implementing measures for economic development of territories and ensuring its balance.
