SYSTEMATIZATION OF INDICATORS OF ASSESSING THE ECONOMIC EFFICIENCY OF THE FORMATION AND DEVELOPMENT OF CROSS-BORDER CLUSTERS

Economic cooperation between domestic enterprises located in border regions and foreign firms in neighbouring countries is an important area of development of these regions. In turn, a cross-border cluster is an effective form of crossborder cooperation. The formation of cross-border clusters in many cases makes it possible to increase the competitiveness of enterprises in border areas, improve their business activity and investment attractiveness. However, the level of economic efficiency of the formation and operation of a cross-border cluster may differ significantly for its various members, and for some of them, joining the cluster may not bring significant economic benefits at all. Therefore, the decision to join a cross-border cluster should be duly justified using appropriate indicators. The purpose of this study is to systematize the indicators of assessing the economic efficiency of the formation and development of cross-border clusters. These indicators were grouped, in particular, by dividing them into generalized and partial, absolute and relative, individual and group, etc. The expediency of using as a generalizing indicator of economic efficiency estimation of the formation of a cross-border cluster the size of growth of super profits of the cluster participants' thanks to their joining such a cluster is substantiated. A model of decomposition of this growth on several indicators-factors was built. These indicators include an increase in the total income of enterprises and their profitability, etc. It is proposed to use the relevant indices of the financial and economic performance of its members as indicators of the economic efficiency of cross-border cluster development. The expediency of application of relative indicators of economic efficiency of enterprises joining the cross-border cluster is determined. Such indicators include, in particular, the share of surplus formed as a result of the company's entry into the cross-border cluster. The use of the proposed indicators will improve the information support of potential participants in cross-border clusters regarding the economic efficiency of their membership.
