OVERCOMING DISPROPORTIONS OF SOCIO-ECONOMIC DEVELOPMENT OF REGIONS

The success of the state fully depends on the success of its components, which are actually the regions. Yes, there is no country in the world whose entire territory would develop on one level. This is due to the geographical location near borders and in mountainous areas, lack of natural resources, low level of economic development, inefficient activities of local authorities, etc. However, among the listed factors, there are those that can be purposefully influenced in order to eliminate them on the way to equalizing disparities in economic and social development of regions, which in turn forms the relevance of this study. Thus, the scientific article identifies the prerequisites that serve as the emergence of disparities in the development of individual territories, as well as the reasons that can be influenced and not. In addition, the pace of development of regions of Ukraine in 2019 is analyzed by determining the rating of regions and the dynamics of movement of regions within it in 2018– 2019, illustrates the dynamics of changes in disposable income by region for the same period, as well as the dynamics of industrial production index. Based on the analysis, a number of leading oblasts were identified, namely, Kyiv and Kyiv oblasts, as well as Odesa, Rivne and Kherson oblasts and those that are constantly lagging behind. In particular, Khmelnytsky and Chernivtsi oblasts are among the lagging behind oblasts. At the same time, continuing the outlined line of research, a list of tools that can be used by the authorities to improve the situation through the use of state regulation through the implementation of regional initiatives, implementation of targeted programs, systematic approach and continuous monitoring of measures. On the other hand, programs and projects are actively used to balance disparities in economic and social development around the world. Therefore, the scientific article analyzes the list of programs implemented in Ukraine, as well as the principles of forming a new State Strategy for Regional Development for 2021–2027, taking into account the realities of today, including national quarantine.
