Abstract

Public service motivation is increasingly researched and, at the same time, a hotly debated concept in the field of public administration and public management. This study aimed to explore the little evidence regarding the impact of PSM on procedural fairness. PSM is inherently government-specific and thus is a meaningful characteristic of individuals who are employed in the public sector. In this article, we examine the relationship between employees' perceptions of procedural fairness on public service motivation and propose the moderating effect of organizational commitment dimensions on the aforementioned relationships. Using the theoretical lens of Adams equity theory of organizational justice and Parry's (PSM) process theories, the authors examine one such mechanism, public service motivation, through which procedural fairness influence organizational commitment in HEIs. Using a sample of 488 respondents drawn from multiple public sector universities of Pakistan, our findings indicate a positive relationship between procedural fairness perceptions and PSM. The moderating effect of organizational commitment was significant for individuals possessing a high level of motivation
