POVERTY ALLEVIATION STRATEGIES AND PATTERNS IN THE ERA OF CALIPH UMAR BIN ABDUL AZIZ GOVERNMENT

Abstract

The research objective is to reveal how the strategies and patterns of the Caliph Umar bin Abdul Aziz so as to be able to create a society without poverty in his caliphate in just 2 years and 5 months. This type of research is descriptive qualitative research using the library research method where the data used comes from secondary sources in the form of Al-Qur'an and Hadith, reference books, text books and scientific journals that explain the history of the Caliph Umar bin Abdul Aziz. The research approach uses a historical approach to examine empirical facts about how poverty alleviation has occurred in the era of Caliph Umar bin Abdul Aziz's reign with the aim of reconstructing past events systematically and objectively based on adequate literature sources. The results showed that the poverty alleviation strategies that were implemented during the reign of Caliph Umar bin Abdul Aziz were: opening opportunities for people to do business, freeing tribute / levies, stimulating the trade sector, regulating the agricultural sector, and optimizing the receipt and distribution of zakat, infaq, alms and waqaf. The pattern of poverty alleviation carried out by Caliph Umar bin Abdul Aziz is to increase state revenue through kharaj, jizyah, usyur, ghanimah, fa'i and dharibah and efficiency of state expenditure, as well as increasing the welfare of the people so that when zakat receipts are to be distributed, no one can want to accept it.
