LEGAL MEASURES FOR THE PREVENTION OF FOREST FIRE ON THE EXAMPLE OF THE KHARKIV REGION

Forest fires have become a global threat that requires urgent and ongoing work in the scientific, technical and legal fields on fire prevention, mitigation and fire management. The purpose of the article is to analyze the problems of forest fires and legal regulation documents on forest fire protection and prevention. The work is focused on the legal aspect of protecting forests from fires both in global level of a country level and regional level, as example — Kharkiv region. The article presents and analyzes some statistics of recent fire seasons, such as frequency of occurrence and area of forest fires in Kharkiv region and across Ukraine, presents data on the largest forest fires occurring in forests of the State Forestry Agency of Ukraine during 2019. Examples of implementation of preventive fire fighting measures and their volumes in accordance with forest management materials and projects of forest fire protection are given. The problems of technical and financial support of forest protection were described. The causes of forest fires are analyzed. The features of interdepartmental interaction between forest protection service and firefighters of the Ministry of Emergency Situations (MES) are highlighted. An analysis of the legislative framework on the protection of forests from fires, basic rules, strategy and tactic of fire suppression. Improvements to both the current regulatory acts and the adoption of new ones are proposed.
