IMPLEMENTATION OF THE CONCEPT OF PUBLIC SERVICE STATES IN UKRAINE

Abstract
The article analyzes the conceptual foundations of the implementation of public service activities of the state. The analysis of the origin of the ideas of the «service state» and e-government in Ukraine and foreign countries is presented, special attention is paid to the existing regulations that lay the ideas of «serving» the state to its citizens and promote public services in developed European countries and Ukraine. The need to change state-centrism and paternalism, which were characteristic of the doctrine of Soviet administrative law, was emphasized. Instead, in modern conditions, a new idea of human-centeredness is being formed, which should become a new basic condition for the interaction of the state and its citizens, requires significant changes in their relations, which should result in building a public service state. Anthropocentrism and the idea of a public service state should become the basis not only for the democratization of Ukrainian society, but also to lay a new understanding of human quality in relations with the authorities. It is emphasized that e-government should acquire the features of a priority model that mediates the relationship between the state and citizens. Information technologies and informatization of managerial relations are a basic condition for the formation of a public service state, elimination of corruption risks in the field of public administration, access of citizens to online databases. It is recognized that the state has already done a lot to implement e-government, the current regulations detail the content and types of administrative services, requirements for their quality, the legal status of administrative service centers, procedures for integrating information systems of state and local governments to Unified state portal of administrative services for the provision of such services in electronic form on the principle of «single window», etc. Many practical measures have been taken to improve the quality of public services. However, the process of forming a public service state in Ukraine has not been completed. Measures to expand mechanisms to improve citizens' access to administrative services, control over the implementation of public administration in the state, and expand the use of modern information technologies to facilitate their provision should continue to be implemented.
