VECTORS OF IMPROVEMENT OF AWARDS AS A MEANS OF INTEREST IN CREATIVE AND PRODUCTIVE WORK UNDER THE NEW BUSINESS CONDITIONS

The paper deals with the peculiarities of the organization of the prize business in the state, in accordance with the current socio — economic situation. The causes of misunderstandings and this specific sphere of life are analyzed. Proposals for stabilization of society at the expense of the above factors have been introduced. The role and place of state ideology in the prize business is determined. It is proved that implementation of all the above proposals, as a rule, there can be no creation in the name of the people and society, but transformational-destructive processes in the economy and degradation phenomena in the public consciousness. It is noted that they arise in any state, not only through incompetent and irresponsible management, but also by creating certain strategic prerequisites and accompanied by certain negative manifestations, and have been investigated using scientific methods. In the process of studying the rewarding activity, the most important signs of the development of transformationaldestructive processes in the state were identified, to form the causes of their occurrence and nature (production) or degradation (conscious), the possible consequences of their manifestations. But reward incentives to prevent the negative effects of them. The signs or prerequisites for the development of transformational-destructive and de-gradation processes in the state are identified, including: intensification of property redistribution, intensification of the struggle for fixed assets and resources, etc .; systematic but biased information on the development of financial and economic processes in production and economic activity, biased advertising; covering up negative tendencies in the development of the national economy as a whole, including the processes of depreciation of the monetary unit, etc.; through the media to impose false priorities; adjustable statistics; appointment to responsible state positions not on grounds of competence but on party beliefs, nepotism, etc .; weakening control and responsibility for the results of incompetent management; focusing on the development of certain negative social processes and phenomena, imposing doubtful, unjustified processes on others. The experience of synthesis of state and public reward systems in Ukraine through presentation of necessary conditions and administrative assistance is revealed. As an example for the expert evaluation of the merits of the candidates for the award, it is proposed to use the experience of the Assembly of Business Circles in Ukraine and its Executive Directorate. The necessity of establishing a state register of recognized popular awards of such a high level that withstood many years of trials has been proved and will be recommended to the state regional and local self-government bodies to provide certain benefits to the awarded. Such steps will undoubtedly help unite society and public authorities to join forces to solve common problems.
