Information and Analytical Aspect of Improving Strategic Communications in the Process of Social Informatization Development

The article investigates the properties of information and analytical work in the system of strategic communications in Ukraine and role of library institutions, namely its information and analytical structures, in providing information support to public authorities in terms of society informatization. Emphasis is placed on the most reliable and promising form of work for a library institution, such as a model of information-analytical partnership with the growing of library institution importance as a center of public access to any information and its presuppose such activities as primarily information participation of library institution in state-building democratic processes, support of public awareness on important socially important issues, provision of information to public authorities, which facilitates administrative decisions making. Strategic directions are considered, which envisage creation of internal and external communication system for partnership development, promotion of common values and achievement of strategic results. The importance of information and analytical work at the stage of strategic communications development in the management of public authorities is analyzed. Attention is paid to the role and importance of information and analytical units of library institutions in the strategic communication system, based on the experience of analytical units of the Vernadsky National Library of Ukraine. Given the vast experience of cooperation between the library analytical units and state authorities, it is possible to state the appropriateness of their involving in radical development of strategic communications system. The Service of Information and Analytical Support of State Authorities (SIAS) of the Vernadsky National Library of Ukraine has such experience. Its operational cooperation with public authorities has resulted in numerous thematic information and analytical products that have received a significant evaluation of customers.
