Features of the Development of Analytical Structures in National Libraries

The experience of research and applied activities of the Research Service of the Library of Congress, as well as of the analytical units of the V. I. Vernadsky National Library of Ukraine, are considered. Theoretical and methodological foundations and ways of practical realization of scientific, informational and analytical support for public authorities in the United States and in Ukraine are analyzed.Examples of new forms and methods of work of CRS experts in serving politicians, congressmen, and congressional staff are given. The wide range of issues addressed by congressmen in the lawmaking process, as well as the areas of scientific research carried out by CRS experts in the process of meeting Congress, are thoroughly covered. Attention is drawn to successful examples of the use of information and communication technologies in the process of manufacturing and diversifying information and analytical products. Attention is drawn to the methodology for examining the level of con- gressional satisfaction with the services of the Library of Congress and CRS. The organizational approaches of CRS in the process of personnel support, strategic planning of scientific and practical activity are covered. The importance of financial support for the implementation of work plans was emphasized. The research directions of the analytical units of the V. I. Vernadsky National Library of Ukraine are also given. Their practical achievements are covered, including the production of a wide range of information and analytical products, the provision of them by the central authorities, as well as local authorities and local governments. The potential of national libraries in the scientific, information and analytical support of public authorities, the importance of studying foreign experience are substantiated.
