Innovative phenomena in political discourse: phraseological units and their modifications as a way to express situation assessment

Abstract
Political language is a special subsyst em of the national language intended for political communication: for promotion of certain ideas, for encouraging citizens of the country to take political actions, for making and substantiating social and political decisions in the face of a multiplicity of public points of view. For political text to have the desired effect on the consciousness of information consumers, it must meet certain requirements – to show political passion and imagery, sharpness and brilliance of presentation. All these can be achieved using certain stylistic, rhetoric and linguistic means.This article is concerned with burning issues of studying phraseological units, used in sociopolitical periodicals, such as the Czech media of the late XX – early XXI centuries and also in video records of political trend of the Presidents of the Czech Republic – Vaclav Havel and Vaclav Klaus. Among the phraseological units, the following groups are defined for the implementation of the informative and pragmatic component of the discourse: FE with positive connotation and FE with negative connotation. Phraseologisms have all the necessary characteristics for political discourse, namely, they are bright, accurate, expressive, well remembered and have the ability to give a message a certain evaluative coloring.Phraseologisms simply need to be used in the speech of politicians as often as possible, because they are widely understood. At the same time, phraseological units, in connection with the constant development of the language of politics, take on new forms. The use of such forms helps to influence more effectively addressee's consciousness, since it is known that any novelty of the content and form causes, besides interest, a desire to become a supporter of the author of a political text.
