Newspaper "New Rada" Content (1917–1919) as a Source for the Study of Historical and Cultural Heritage Protection during the Period of the Central Council and the Ukrainian State

Abstract
The article presents analysis of the content of Kyiv newspaper "New Rada" (1917–1919) as a source for study of historical and cultural heritage protection in Ukraine during the Central Council and the Ukrainian State. As a result of the analysis a significant array of newspaper publications was introduced into scientific circulation, on the basis of which the main aspects and forms of national monument protection policy in the revolutionary period were identified, and the edition was represented as a rich event-fact phenomenon.It was found out that the process of protection of historical and cultural heritage in Ukraine was reflected in the newspaper in details. The edition constantly raised up the issues of the cultural heritage of Ukrainian people, creation of the system of state protection and preservation of monuments in Ukraine. During the period under study issues on preservation the cultural heritage of Ukrainian people accounted almost 11 % of total amount of the materials on the development of Ukrainian culture.The main topics of newspaper publications were general registration and research of monuments, returning of its national cultural values, adoption of national monument protection legislation, creation of a number of all-Ukrainian and local museums, state funding of monument protection institutions, construction of monuments to prominent Ukrainian leaders. Leading figures of science and culture of Ukraine, a wide range of activists of the monument protection field have united around these and other problems of monument protection. The combination of efforts of the public and the state authorities made it possible to start implementing promising projects. The practice of monument protection was determined by the national interests of Ukrainian people. The basis for monuments protection and preservation have been expanded and strengthened – the Department of Monument Protection of the Main Department of Art and National Culture has been completed, the Department of Church Antiquities of the Ministry of Religion has started, and the Academy of Arts has been established.
