Abstract

This article analyzes the experience of interaction of European universities with the industry and gov- ernment. The focus is on the «Triple Helix» for modeling the dynamics of these relationships. Most of the stud- ies that use the triple helix model focus on university collaboration, while in this article we have analyzed the full spectrum of collaboration in addition to examining individual university cases. The evidence from the triple helix model shows that these interactions are largely driven by government and foreign direct investment. There are different configurations (helices) that work differently from country to coun- try, depending on the level of development of the country, as well as the innovative potential of the industry and the willingness of universities to change.
