The activity component of political competence in the structure of the political culture of the administrative elite

In the reform period, the culture of management activities is of particular importance, as is playing a dual role in the process of qualitative change in the system: on the one hand, it is easily converted into an obstacle to all reform efforts, on the other - can be a powerful resource for innovation. In this context, the important role of national political and administrative elite, because it depends on it level management of the development of the state, effective and efficient functioning of public authorities, consolidation of society around the goal, finding ways out of the crisis state of Ukrainian society and the strategic objectives of its development.
