Anti-Crisis Management and Decentralisation: Interrelation, Approaches and Tools

The problems of anti-crisis management of the Ukrainian economy have recently gained critical importance. This is due to the introduction of decentralisation at all levels of management. Anti-crisis management in the context of this study is a coordinated and systematic activity of authorized local governments, which is aimed at analyzing the causes of crises, reducing the negative impact of crisis phenomena on the economy, complete elimination of these phenomena, as well as preventing them in the future. The purpose of the article was to identify the interrelations and explore the tools of national economy management under the conditions of decentralisation in the process of sterring the territories of Ukraine out of crisis. We believe that decentralisation acts as an integral part ofanti-crisis management and as a process that via transferance of rights and powers from central to local authorities makes it possible to improve the level of management, to determine the development prospects based on the use of available resources and definition of local needs, to ensure a stable and non-deficient activity of economic subjects in the state. The paper analyzes methodology and organization of solving the problems of anti-crisis management in the process of implementing the decentralisation reform. It has been revealed that all resources in the framework of decentralisation reform should be used directly for management and coordination of the activities of the social and economic system of Ukraine to preserve its integrity. The result is implementing recommendations for maintaining a stable economic situation in the territories and an optimal flow of processes as well as timely response to environmental demands. It has been found out that for the development of national economy it is effective to create a rational interaction between anti-crisis management of the national economy and decentralisation, which will cover a set of functions, methods, principles and means of management, main tasks and objectives, forms, structures and technologies for the effective use of tools and resources of the system. It has been emphasized that anti-crisis management cannot exist without effective and reliable tools for diagnosing and overcoming crises. The importance of the study lies in the implementation of the provisions that anti-crisis management of the national economy has under the conditions of decentralised environment, ensured with the use of stimulating instruments of anticrisis management and new forms of economic activity. This procedure, that involves diverse methods and focus on the basic principles, should be implemented comprehensively in the economic, social and environmental spheres.
