Efficiency of Economic Policy Instruments in the Environmental Sphere

The relevance of the research topic stems from the fact that, that despite the large number of economic instruments for environmental sectors regulation at the national economy there is a significant imbalance between economic, environmental and social systems. The purpose of this article is to determine the effectiveness of economic policy instruments in the environmental sector for the national economy. The use of statistical and economic methods allowed determining the nature of the relationship between the cost of the environmental protection and its actual state. Application of methods of induction and deduction helped to highlight the principles of economic policy in regulating the environmental sphere. Method of structural analysis made it possible to group the environmental taxes. Using the method of comparative analysis helped to reveal the effectiveness of the system of ecological taxation in the national economy. Based on the analysis of the statistical data concerning state budget expenditures for environmental protection it has been determined that despite their absolute growth, their share in GDP has remained relatively stable, and significantly less than in EU countries. It has been identified that the nature of the relationship between the costs of environmental protection and the environmental sustainability index of Ukraine: the higher the current expenditures on environmental protection, the higher the ranking on environmental sustainability index. The main conclusions according to the research are that the effectiveness of economic instruments of environmental regulation of the sphere determines the success of achieving simultaneously the three national objectives – ecological integrity, eco-efficiency of economic activities and the impact of the created set of tools determined by their ability to withstand internal and external challenges and compliance of national environmental consciousness. Practical significance of the obtained results consists in the evaluation of the effectiveness of economic policy instruments in the environmental sector and identify opportunities and limitations for their use in the national economy. Prospects for further research is the definition of "portfolio" of economic instruments of regulation of the environmental sector in accordance with the characteristics of the national economy.
