Export Control as an Instrument of Foreign Economic Policy of the State

Abstract
The scientific work shows the results of generalizations of export controls as an instrument of foreign trade policy. The purpose of the article is to present the results of generalizations concerning the nature of export controls as an object of economic research and tools of foreign economic policy of the state. It has been indicated that export controls as a social phenomenon is based on a complex combination of contradictions and economic interests, and as a mechanism is a complex of administrative, organizational and economic procedure. It has been proved that the export controls, if taken as a set of restrictive regulations, has a significant effect on the performance of industrial and financial activity of the enterprises engaged in the production and supply of goods and services for military purposes. From this perspective, export controls should be considered as a factor that can affect the competitive position of enterprises operating in the market environment as an economic entity, as well as the foreign economic activity of the national economy indicators. It has been concluded that the export controls is interesting as a phenomenon in which the functionality of a particular social process is implemented, in particular in the field of economic relations in terms of production and sales (consumption) of certain goods and services, and the consequences of this process can be measured in money (cost ) indicators. Export control as an instrument of foreign economic policy of the state applies only to a relatively small group of goods and services (goods and services that have a military purpose, or may be used for military purposes), which are international and national restrictions. The practical significance of the results is the definition of export controls, as an important component of international security regime, can significantly affect the dynamics and economic performance, international trade, investment activity. The scientific novelty of the research lies in the assumption that icrease of restrictions in the field of export control (setting restrictions, expanding the lists of goods, the introduction of additional administrative procedures, etc.) leads to inhibition of the economic activity. Conversely, easing restrictions can lead to stimulation of economic activity. Therefore, the use of export controls as a tool of foreign economic activity should be enough "cautious", take into account the geo-political, military and economic aspects. Further research will be aimed at assessing the impact of changes in export control regimes on the dynamics of export activity.
