Innovative Development of the Entrepreneurial Sector of the Region

For Ukrainian regions, the choice of the strategy of the business region is actualized both at the global and national levels. The relevance of the research topic is due to the comprehensive approach to the formation of an innovative system of the entrepreneurial region. The aim of the study is to identify approaches to a sound innovation policy of the national region using a cluster model. To obtain the research results, the methods of statistical and comparative analysis, dialectical method, target approach, generalization have been used. The article considers the issues of formation of regional innovation systems and implementation of a multilevel innovation policy. The author proposed the definition of an entrepreneurial region, operating in the context of globalization as a subject of network interaction. This allowed us to determine the main objective of the functioning of the entrepreneurial region, which consists in the constant reproduction of the living conditions of the population as a carrier of entrepreneurial culture by mobilizing all types of resources that are (are) in the territory or accessible for use in economic space. Mastering the methods of activating the network interaction is becoming more urgent for the authorities of the Ukrainian regions. That is why the author gave practical suggestions on the formation of a tourist cluster in the Odessa region, namely: the concept of a tourist cluster; SWOTanalysis of the formation of a tourist cluster in the Odessa region has been developed; The organizational and economic foundations of the formation of a tourist cluster have been determined; Models of interaction mechanism of participants within the cluster; Justified economic effect of participation in the tourist cluster. Proposals on the use of criteria and indicators of economic independence of the regions are justified. To solve existing problems and achieve the goals of innovative development of Ukrainian territories, the necessity of forming a new concept of regional policy, which allows developing special management mechanisms, including on the basis of creating networks of entrepreneurship training and innovation development, is grounded. This will significantly strengthen the collective motivation of all the subjects of the regional economy and politics to change. Further research is required directions of development of innovative entrepreneurship in the region using cluster models.
