Abstract
The paper substantiates the need of reforming the system of performance management and monitoring for Ukrainian health care. The author emphasizes that the Ukrainian health care system cannot be cost-effective, because economic factors are not even considered when assessing the efficiency of medical institutions and stimulating the work of their staff. In conditions when the economic efficiency indicators are not calculated, not standardized and not planned, the individual medical institutions and the entire healthcare system are doomed to be resource intensive and inefficient. The purpose of the paper is to develop and ground the new system of performance management and monitoring for Ukrainian medical facilities on the basis of key performance indicators. Studying foreign experience in the use of performance monitoring systems in health care, the author classifies key performance indicators according to different characteristics and distinguishes 13 groups and 58 monthly indicators that comprehensively assess the efficiency of the medical institution: medical, social, economic, technical and financial efficiencies. The author proposes systems of operational and tactical key performance indicators for outpatient, inpatient, treatment-and-prophylactic, emergency care, and dental clinics. Practical use of the author's proposals will help to increase the efficiency of such institutions taking into account the specificity of their work. The paper describes the technological details of the proposed monitoring system, including the procedures for collecting, processing, grouping and reporting information to the head of the institution (department) using the operational performance dashboards, the introduction of special staff units. Further research will focus on the results of the implementation of the proposed system of monitoring and performance management in the activities of the medical institutions.
