Problem of professional improvement of the heads of educational establishments in activity of international organizations

Abstract
The experience of international cooperation in the training of school leaders have been analysed, as well as the activities of international training centers of managers in education for planning and development of educational methodology, the organisation of council for the issues of educational managers in Central and Eastern Europe, the work on the curricula and publications concerning the in-service education of pedagogical and administrative staff. The activity of the International Institute for Education Planning UNESCO and its programmes have been studied. The profound training programs; the program of trainees; masterclasses and special courses; seminars and forums on education policy; comprehensive training programs have been detected. It has been noted that the profound training program IIEP aimed to stimulate research for comparing perspectives of the organization, financing and development of education between countries; to analyze, as an instrument, the issues, trends and evolution of strategic changes in education; to teach the participants the methods and technique of planning, management and “top performance” of educational systems; to prepare the members for leadership in the planning and implementation of plans, curricula and educational projects. The program for further education of school teachers aimed at building competencies for efficient human resource management, focusing on problems of management activities in the sphere of secondary school and will allow participants to develop their knowledge and skills in the following areas: development of concepts and approaches to the management of teachers, especially at secondary education; application of methods for planning in-service training; the diagnostics of teachers' professional activity efficiency; monitoring of management tools, provision of management in secondary school. The emphasis have been laid on the Millennium Goals for the period till 2030 to provide a comprehensive and equitable quality of education as well as to encourage life-long learning opportunities for all. It has been deduced that the study of the European countries experience, international governmental and non-governmental organizations in the field of human resources and professional development Leadership in Education aimed at the provision of educational management optimization, professional approach to selection and appointment of heads of educational institutions, educational authorities management.
