Abstract

Since education is a political action, exposed and certified as a social and essential right, acquired under struggle, it could be sealed in the Federal Constitution of 1988. Thus, it is extremely important for the school, to see its students with responsibility and sensitivity, contributing to the qualitative acquisition of this right, having as one of the strategies, the decentralization of school management. The school council is part of the mechanisms of participation in schools and is within the relationship between democracy, autonomy and participation. It is necessary to seek knowledge about the potential of the School Board by analyzing how it can contribute to better management. This text seeks to understand the performance of the school council as an instrument of participation in the consolidation of management strategies in the public school, debating need for participation in the effective construction of the school council and investigating possible obstacles faced by school management in the implementation and constitution of councils, and present aspects that may contribute to improving the reality of the school. This work consists of a bibliographical review, which sought to enable interpretations on various aspects of school councils on the focus on democratic management. In this aspect, there were some very significant contributions such as Paro (2016); Antunes (2008); Lück (2013); among others. The manuals on strengthening school councils are available on the MEC website. Obviously, attention was paid to the credibility and fidelity of the researched sources. Taking care to verify possible inconsistencies and contradictions that may be found in the works.
