Abstract
The relevance of the research topic is due to the increasing territorial inequality of the social and economic development of the region, which is due to the imperfection of its financial support system. The aim of the article is to develop a system of fiscal support for the development of regional economic systems. The paper defines the structural elements of the system of fiscal support for the development of regional economic systems, which are subjects (state and regional authorities), objects (financial resources) and instruments (taxes, expenses and inter-budget transfers). The necessity of ensuring a balanced institutional support for the development of regional economic systems in terms of regulating relations between fiscal and regulatory instruments, state and local authorities, local self-government bodies and territorial communities, and so on has been justified. Disadvantages of the existing system of forming and distributing the revenue base of regional budgets have been identified. The directions and tasks of improving the system of fiscal support for the development of regional economic systems have been justified.
