Conceptual Foundations Forming a Modern Regional Resource-Saving Policy

Abstract
The article deals with the extremely pressing present-day matter for discussion – the development of conceptual framework of the resource-saving policy for a specific territory (region). Determination of the conceptual framework should form the basis for the development of modern resource-saving regional policy. The peculiarities and main difficulties in the development of such a policy are that, it (the policy) should be multifaceted, but not directed on separate resources. It has been determined that the basis for resource-saving policy of Ukraine's regions the following principles should be incorporated as basic ones (systematicity, complexity, goal-setting, targeting, etc.), as well as specific principles (self-sustainability, resource reproduction and resource-ecological balance; ensuring competitiveness, the principle of state responsibility; consistency with other policies of the country; national interest priority) long-term strategic planning. It has been emphasized, that specific principles should take into account regional peculiarities of the given territories. The need to resolve the issue concerning the resource saving is complicated by the fact, that the solution of environmental, economic, scientific and technical, social and other problems should be solved in a complex way. Moreover, should be based on fundamental change of attitude toward the resources, – the most valuable product having a specific influence on the well-being of the region. Special emphasis has been placed on the fact that the enforcement of the multifaceted solution to the resource saving problems of a certain territory cannot happen without radical change to the resources available on the given territory, and the reflexion of them in the programming and planning documents of the regional administration bodies. An attempt to give a general definition to regional resource saving policy has been made, as well as the algorithm for its formation has been suggested in the article. In response to generalization, the basic principles of resource-saving policy, which can be applied at the state, regional and municipal levels have been defined in the article. However, analysing the attempts to organise a systematic approach to the organization of the resource-saving process, despite the possibility of successful implementation of such approach, until present the significant results were not achieved, as in most resource-saving programs the program and goal-oriented method is applied only pro forma. Several conclusions have been drawn in the article about the possibility of successful implementation of resource-saving policy, namely: an interconnected multi-level system of programs should be created: at the level of local self-government-region-state; to create, at the regional level, a single authorized body, the main functions of which will be formulation and implementation of an effective resource conservation policy; to develop measures of motivation and promotion of resource saving, the assessment methods of economic effect from resource-saving measures, etc.
