The new essence of management culture – an important value of change policy in Ukraine

Abstract

The article dwell on the socio-psychological analysis of the essence and value approach to human protection in order to determine the effective mechanisms for implementing the European standards in the system of administrative culture and improving the lives of citizens. The issues of preventing the youth outflow from Ukraine to other countries and overcoming the negative trends in the process of decentralization reforms are touched upon. The way out of this situation is seen in carrying out the educational work for the cohesion of the society and affirming the European values in the process of reforms in the system of work of representatives of social institutions and decentralization in territorial communities. We believe that in the conditions of European integration processes an important component of transformational changes in Ukraine is the adaptation of the domestic system of work with personnel in order to bring it closer to European standards. Constructive personnel processes are a basic component of the effectiveness of social and economic policies in order to overcome poverty and bring positive changes in Ukraine. We emphasize that in the context of reforms in Ukraine through educational activities it is necessary to bring to the attention of the state representatives and local self-government the urgency of the transition from a centralized management system to a human-centered one. Today the social need for personnel is embodied, which involves the following basic qualities: professionalism, morality, spirituality, responsibility, patriotism. A special place among the ways to implement the current level of the state personnel policy is to increase its role as a priority for the development of state human resources, which largely depends on the reform, renewal, stabilization and development of Ukrainian society. The European experience of social policy and the implementation of management practices is the key to the effectiveness of social protection, effective international cooperation and overcoming the socio-political crisis in Ukraine. We can now say that the decentralization reform implemented in Ukraine is one of the most successful transformations since independence. It is time to improve the above mentioned qualities of local community workers in order to regain prestige and trust to the local government. The new high-quality management culture of community officials is thought to be the basis for effective local government activities
