Abstract

This article attempts to highlight the problems of administrative and legal regulation of industrial waste management in Ukraine. Emphasis is placed on the fact that the problems of administrative and legal regulation of industrial waste management directly contributes to the pollution of the whole environment. Inefficient administrative and control activities for the management of industrial waste cause a violation of the environmental safety of the country as a whole. It is established that today it is necessary to strengthen: general control, special, production and public control in the field of industrial waste management. The main problems of administrative and legal regulation of industrial waste management are: lack of government initiatives to organize and provide research and development to create promising resource-saving and low-waste technologies, effective means and methods of processing and disposal of hazardous waste in accordance with international standards ; - imbalance of the industrial waste management system, the need to optimize organizational and managerial, legal, regulatory, economic, information and control regulators, strengthening the control and supervision of the state; -lack of national and regional registers of sources of discharges and emissions, waste producers and their disposal sites; -weak level of organizational and legal bases and the mechanism of realization of the general, departmental, industrial and public ecological control; - low level of ecological consciousness of the population; - lack of proper conditions for disposal and utilization of hazardous waste, resulting in their accumulation in industrial areas, as well as creating a real threat to public health and the environment of Ukraine and negatively affects the potential for balanced development of the state; -low level of funding for organizational, instructional and methodological and management- structural measures.
