Abstract
The general structure of fishing sector during the first years of Turkish Republic was shaped with legal and technical problems which were created by the Ottoman practices and followed by the Republican administrations. Following some insufficient tries during the 1920's, more importance was attached to the problem during the 1930's, and at last by the Fishing Congress which was assembled on December 1936 serious steps were taken in order to solve the problem. The Water Products Project was accepted in the Congress as a result of an agreement made between fishermen and goverment. With the help of the II. Industrial Plan, which was in the agenda during the period, to permanently solve the problems of fishing sector was suggested
