THE CONCEPT OF «ECONOMIC SECURITY SYSTEM OF UKRAINE»: ADMINISTRATIVE AND LEGAL DIMENSION

A scientific article offered to the public is devoted to a range of issues related to the understanding of the fundamental definition of «Ukraine's economic security system» through the prism of administrative and legal science. It is emphasized and an attempt is made to substantiate that such a complex, diverse and dynamic phenomenon as the economic security of the state is justified and expedient to consider from the point of view of a systemic approach. It is noted that this logic is motivated by numerous multilevel elemental composition of the latter, connected by a wide range, mostly stable multi-character interconnected and interdependent relationships. It is argued that the general characteristics of its parameters correlate with the basic ideas about the only content-oriented principles and methods within the mentioned approach. For the completeness and comprehensiveness of the presentation of scientific thought, first of all, focused attention on such basic general terms as «security» and «economic security of Ukraine». Relevant frequently cited research results of foreign and domestic scientists in these and related fields are considered and analyzed. A number of dogmatic unified characteristics of the basic definition — «security», which will remain fundamental for the derivative conceptual and categorical apparatus. In terms of research, the concept of «economic security of Ukraine» is additionally focused on the relevant provisions of the legislative (Law «On National Security of Ukraine» of 21.06.2018 № 2469-VIII), bylaws (Guidelines for calculating the level of economic security of Ukraine from 29.10.2013 № 1277), including local direction (Concept of economic security of consumer cooperation of Ukraine from 12.11.2008) acts, as well as highlighted some results of draft law (draft law of Ukraine «On the basics of preventing and combating economic offenses» from 08.08 .2014 № 4449a). Particular attention is paid to the results of basic research by scientists (mostly administrators) on the central definition of «Ukraine's economic security system». Taking into account the beliefs of scientists, as well as based on their own beliefs, the author's understanding of this term is proposed.
