Milli Güvenlik Kavramı ve Kavramın Türkiye’de Hukuksallaşması Süreci

The Supreme Defense Council, which is the predecessor of the current National Security Council, with the Decree No. 14443 of April 24, 1933; With the Decree No. 14819 issued on 10 August 1933, the General Secretary of the High Defense Council was established. The National Defense Supreme Council was established on 30 May 1949 and took the place of the High Defense Council. Constitutionally, the concept of "national security" became possible for the first time with the 1961 Constitution. In terms of restriction of fundamental rights and freedoms, the concept of national security was included in the 1982 Constitution by expanding beyond the defense and security issues compared to the 1961 Constitution. In accordance with Article 118 of the 1982 Constitution, the National Security Council was established on November 1, 1983 and with the Law No. 2945 of the National Security Council and the General Secretariat of the National Security Council, and the Constitutional amendment made in 2017 gained its current structure.
